STATEMENT: Congress passes bill to gut environmental justice programs and public health protections

By CEED, Jul 10, 2025

Washington, D.C (July 10th, 2025) – On July 3rd, the U.S. House of Representatives passed the Senate Amendment to H.R. 1, the One Big Beautiful Bill Act.

The “Big Beautiful” reconciliation bill guts vital programs that improve public health such as Air Pollution Monitoring for schools, the Environmental and Climate Justice Block Grants program and the Climate Pollution Reduction Grants program. These environmental justice programs and protections are not only essential to communities historically overburdened by pollution – they represent our nation’s commitment to a safe and healthy environment for all. The bill allows fossil fuel developers to pay a fee to expedite crucial public engagement and environmental review processes.

The following is a statement from Dalal Aboulhosn, Senior Director of Program & Policy at CEED (Center for Earth Energy & Democracy):

“The passage of the reconciliation bill is a massive rollback of clean air, clean water protections and infrastructure investments in communities. The gutting of environmental justice programs represents real losses for communities breathing polluted air, for communities threatened by weather related disasters. We will not stay silent as corporate polluters strip us of our very ability to breathe. Each of our communities is worth fighting for. No one deserves to be left behind.  We will hold our lawmakers accountable on the passage of this destructive bill. We will remain committed to organizing our communities towards a pollution free environment with access to clean air, clean water and community led solutions to climate change.”

Dalal Aboulhosn is Senior Director of Program & Policy at Center for Earth, Energy & Democracy (CEED). She has worked with multiple Presidential Administrations, Members of Congress and numerous frontline communities across the country on energy, conversation and justice issues.
